Steam PRV Not Regulating: Troubleshooting Guide

When a pressure reducing valve stops regulating, downstream pressure either runs too high, too low, or fluctuates wildly. This guide walks through the diagnosis and fix for each symptom.

Symptom 1: Downstream Pressure Too High

The PRV is not closing properly — steam is passing through even when the downstream pressure exceeds the setpoint.

  • Main valve seat worn or wiredrawn: High-velocity steam has eroded the valve seat, preventing a seal. Fix: lap or replace the seat. If the body is also eroded, replace the entire valve.
  • Pilot valve stuck open: In pilot-operated PRVs, the pilot valve controls the main valve. If the pilot is stuck (dirt, corrosion), the main valve stays open. Fix: disassemble and clean the pilot valve, inspect for damage.
  • Diaphragm ruptured: A torn or perforated diaphragm can't transmit downstream pressure to the valve mechanism. Fix: replace the diaphragm.
  • Sensing line blocked: If the impulse line that senses downstream pressure is blocked, the PRV doesn't 'know' the downstream pressure is too high. Fix: clear the sensing line — check for scale, debris, or frozen condensate.
  • Spring adjusted too high: Someone has changed the setpoint adjustment. Fix: readjust the spring to the correct setpoint using a calibrated pressure gauge.
  • Valve sized too large (hunting at low flows): An oversized PRV operates near closed, where it can't control precisely. It appears to not regulate because it overshoots wildly. Fix: see our PRV Hunting guide.

Symptom 2: Downstream Pressure Too Low

The PRV is not opening enough — insufficient steam is reaching the downstream system.

  • Strainer blocked upstream: A clogged strainer reduces the inlet pressure to the PRV, limiting flow. Fix: clean the strainer and verify inlet pressure is at design.
  • Pilot valve stuck closed: If the pilot valve is blocked or stuck, it can't open the main valve. Fix: disassemble and clean the pilot valve.
  • Spring adjusted too low: The setpoint has been lowered accidentally or intentionally. Fix: readjust to the correct setpoint.
  • Inlet pressure too low: If the upstream steam pressure has dropped (boiler issue, or another PRV upstream is malfunctioning), the PRV can't maintain downstream pressure. Fix: check upstream pressure and trace back to the source.
  • PRV undersized: The valve doesn't have enough capacity for the current demand. Even fully open, it can't pass enough steam. Fix: replace with a larger PRV or install a second PRV in parallel.
  • Internal filter screen clogged (pilot-operated): Some pilot-operated PRVs have a small filter screen in the pilot supply line. If blocked, the pilot can't function. Fix: clean the internal filter screen.
  • Condensate in the pilot line: Water in the pilot supply line prevents proper pressure signal transmission. Fix: ensure the pilot supply line is properly drained and sloped.

Symptom 3: Pressure Fluctuates (Hunting)

The PRV is oscillating between open and closed, causing the downstream pressure to swing above and below the setpoint. This is a different problem from not regulating at all — the PRV is trying to regulate but can't stabilise.

  • Oversized valve (operating near closed position)
  • Insufficient pressure drop across the valve
  • Sticky or worn internal components causing hysteresis
  • Sensing line issues (air pockets, blockages, wrong diameter)
  • Pulsating downstream demand
  • Resonance between the valve and piping acoustics

Symptom 4: PRV Completely Inoperative

The valve doesn't respond at all — no change in downstream pressure regardless of adjustments.

  • Pilot supply isolated: An isolation valve in the pilot supply line has been closed (sometimes accidentally during maintenance). Fix: open all pilot supply isolation valves.
  • Diaphragm completely failed: A ruptured diaphragm means the valve can't respond to pressure changes at all. Fix: replace the diaphragm immediately.
  • Frozen condensate: In outdoor or cold installations, condensate in the pilot line or spring housing can freeze, locking the mechanism. Fix: thaw and insulate/heat trace the PRV.
  • Main valve seized: Corrosion or scale buildup has locked the main valve in one position. Fix: disassemble, clean, and inspect for damage. Replace if the valve stem or body is corroded.
  • Broken spring: The adjustment spring has broken, so the setpoint can't be maintained. Fix: replace the spring with the correct rating.

Maintenance to Prevent PRV Failure

  • Install a strainer upstream of every PRV with a blowdown valve for cleaning
  • Install pressure gauges both upstream and downstream of the PRV for easy diagnosis
  • Service the PRV annually — disassemble, clean internals, inspect seat and diaphragm, replace worn parts
  • Install the sensing line correctly: 3/8–1/2 inch diameter, as short as possible, sloped to drain, connected to the top of the downstream pipe
  • Don't oversize — a properly sized PRV operates at 30–70% travel during normal conditions
  • For critical applications, consider redundant PRVs in parallel (one operating, one standby) with a changeover valve
  • Keep spare parts on hand: diaphragm, seat, pilot valve kit, and springs for each PRV size in the plant
