Safety Valve Certification: Compliance Guide

Safety valve certification is a legal requirement in Australia and most jurisdictions. This guide covers the certification process, Australian standards, and what documentation you need to maintain.

Why Certification Matters

Safety valves (pressure relief valves on boilers and pressure vessels) are legally required safety devices. In Australia, they must be certified, tested, and maintained in accordance with state workplace health and safety regulations and Australian Standards. Failure to comply can result in:

  • Equipment failure causing injury or death — and criminal liability for responsible persons
  • Insurance void — policies typically require current certification
  • Regulatory fines and plant shutdown orders
  • Invalid plant registration — pressure equipment cannot be legally operated without current safety valve certification

Certification Process

  1. Initial certification: New safety valves must be certified by the manufacturer (factory test certificate) and verified by a competent person at installation. The set pressure, capacity, and serial number are recorded.
  2. Periodic testing: Safety valves on boilers must be tested annually (AS 3873). Valves on other pressure vessels must be tested at intervals determined by a risk assessment (typically 2–5 years).
  3. Test by accredited facility: Testing must be performed by a facility accredited to AS/NZS ISO 17025, or by a competent person using calibrated equipment.
  4. Issue test certificate: After testing, a certificate is issued with: valve serial number, set pressure, reseat pressure, test date, test medium, and the tester's accreditation details.
  5. Record and tag: Attach a metal tag to the valve with the test date and set pressure. File the certificate in the plant's pressure equipment register.
  6. Report to regulator: In some states, safety valve test results must be reported to the regulator or included in the plant's registration documents.

Documentation Requirements

For each safety valve, maintain:

  • Manufacturer's data sheet and nameplate details (set pressure, capacity, orifice size, model number)
  • Factory test certificate (original)
  • Installation record (date, location, equipment served, design pressure)
  • All periodic test certificates (chronological record of every test)
  • Repair records (if the valve was reconditioned — who, what, when)
  • Current certification status (in-date / overdue)
  • Risk assessment for the testing interval determination

Legal Reminder

Operating a boiler or pressure vessel with an overdue or non-certified safety valve is a criminal offence in Australia. If the valve is overdue, the equipment must be taken out of service until the valve is tested and certified. No exceptions.
